Abdulla Farouk Luqman

Abdulla is the Managing Partner of Luqman Legal Advocates & Legal Consultants, which is the first Yemeni/foreign law firm in Yemen. The firm focuses on providing international quality advocacy and legal consultancy services to international clients inside and outside Yemen. He has considerable international experience, having worked in Saudi Arabia, the United Arab Emirates, the United Kingdom and Yemen. He started his career with Unilever Arabia Group of Companies in Jeddah and Dubai, then worked as a Legal Consultant for Richards Butler International Law Firm in London and Al Tamimi & Company Law Firm in Dubai. In 2001, Luqman set up his own firm in Dubai, and then merged with Al Suwaidi & Company in the UAE to form Al Suwaidi & Luqman (Luqman Legal) in Yemen.

He specialises in Corporate and Commercial law, Employment, Real Estates, Oil & Gas, Maritime and Arbitration, with special focus on Islamic finance and international commercial agreements. His main clients include BP, Citibank Corp, DHL International, DP World, Etihad Airways, International Finance Corporation, Occidental Petroleum, P & I Clubs and a number of international law firms (Bryan Cave, Baker & McKenzie, Clyde & Co, Herbert Smith, Simons & Simons, etc).

Highlights of recent transactions

  • Appointed as an expert witness on Yemen Law in a USD10 million arbitration conducted under the rules of the Stockholm Chamber of Commerce (SCC).
  • Appointed by the IFC to advise on the drafting of a lease law for Yemen which was ratified by Yemen Parliament.
  • Provided significant advice and legal assistance to a group of international banks and finance institutions in respect of financing the first mining project for minerals in Yemen.
  • Provided comprehensive advice on the acquisition of an oil company in Yemen.
  • Represented a Kuwaiti bank in its acquisition of majority shares of a Yemeni bank.
  • Provided Comprehensive advice and legal assistance to Dubai Ports World relating to their joint venture and concession with the Yemen Government to develop and manage Aden Port and Container Terminals.
  • Provided significant legal advice to the International Finance Corporation and Norton Rose in respect of the first IPP project in Yemen.
  • Provided comprehensive legal advice and due diligence to one of the largest international tobacco companies in the world in respect of their acquisition of the largest tobacco business in Yemen.
  • Provided comprehensive legal advice to Zurich Insurance regarding doing insurance business in Yemen.
  • Acted as the local counsel for the International Finance Corporation and the Islamic Corporation for the Development of the Private Sector in their various Islamic finance projects in Yemen.
  • Represented BP in all their legal requirements to effect their exit from Yemen and the transfer of their assets and employees to a government entity.

Mohammed Rashed Al Suwaidi

Born in 1963, Mohammed Al-Suwaidi is a national of the United ‎Arab Emirates. He is the founder and Regional Managing Partner ‎of the firm. He was admitted in 1986 and is entitled to appear ‎before all courts of the United Arab Emirates. He received his LLB ‎from Al Ain University and his LLM from Boston University in 1990.

Mohammed contributed to numerous international courses ‎and seminars as a speaker and participant. He practices oil and gas, ‎civil and commercial litigation, banking construction & real estate, ‎information technology, and industrial & intellectual property.‎

He was the former Head of the Legal Department of Emirates ‎General Petroleum Corporation, a Federal governmental entity, ‎and is therefore well acquainted with all aspects of the oil and gas ‎industry and maritime law, He is a member of the Chartered ‎Institute of Arbitrators, the Head of the Young Arab Lawyers ‎Committee, Deputy Chairman of the UAE Jurists Association, the ‎Secretary to the Swiss Business Council and a Member of the ‎Board of Directors of the Human Rights Association in the UAE. ‎Mr. Al Suwaidi is also a member of the UAE Bar, the International ‎Bar Association and the American Bar.

Khaled M. Salim Ali

A Yemeni national born in Aden in 1961, Khaled received his ‎LLB from Cairo University in 1984 with focus on International ‎Law. He was admitted to the Yemen Bar in 1985 and has since ‎been an active member of the legal profession appearing before all ‎courts in Yemen. Khaled started his career with Mr. Musleh Al ‎Saidi, an ex supreme court judge, and spent over 15 years with the ‎law firm of Saeed Sohbi in Sana’a. He is a member of International ‎Bar Association.‎ Khaled practices corporate & commercial law, commercial ‎litigation, industrial and intellectual property, trademarks and ‎maritime laws.‎

Osama H Dablouk

A Sudanese national born in 1962. Before joining Al Suwaidi & Company, Osama was a litigation lawyer for the Federal ‎Ministry of Justice in the UAE from 1985 to 1998. He received his ‎LLB from Zakazeek University, Egypt in 1984, his Post Graduate ‎Diploma in Public Law from Alexandria University in 1988 and ‎Post Graduate Diploma in Private Law in 1990. He is a fluent ‎Arabic and English speaker. Since his admission in 1985, Osama ‎practiced civil and commercial litigation, proceedings involving ‎governmental authorities, arbitration, banking, insurance and ‎maritime law.‎

Mohammed LamineMohammed Lamine

Mohammed joined the firm in 1998. He is a Mauritanian national, ‎born in 1966. He graduated from the University of Nouakchott, ‎with an LLB (Maitrise) and was admitted to Mauritanian Bar in ‎‎1990. He specializes in Civil and commercial law as well as ‎criminal law. He is also experienced in litigation in the UAE ‎courts. He is fluent in Arabic and French.‎

Ali Al Raeesi

A UAE national, worked as an Officer in Dubai Police (1991 – 1993) and from 1993 – 2006 worked as Expert (Mines) with the Ministry of Defence. Admitted to practice in the UAE Courts in 2008. Practice areas are Civil, Criminal and Commercial Litigation, Consultation, Maritime and Proceedings involving governmental authorities.

Taha Tawawala

A Canadian national, practiced corporate law in Toronto with a leading Canadian law firm. Presently advising foreign firms, UAE government entities and local businesses in a variety of corporate matters in the Oil & Gas, Banking & Finance, Technology and Construction sectors. In addition, involving in all aspects of commercial arbitration matters of regional and international organisations. York University, Canada (LLB 2003), York University, Canada (BBA 1998). Practicing areas are Oil & Gas, Corporate Law, Information Technology, Arbitration and Real Estate.

Suneer Kumar

An Indian national, enrolled with the Bar Council of Maharashtra & Goa (India) on 13 April 1994. BA Economics (Hon), University of Calicut, Kerala in 1982; LLB from the University of Bombay in 1989 and LLM from the University of Bombay in 1993. Practicing areas are Civil, Commercial, Corporate, Labour Law, Maritime & Insurance laws and incorporation of companies in the UAE.

Fahmy El Hallag

An Egyptian national registered in Egypt to pleading before the supreme constitutional court, the court of cassation and the High Administration court. Member of Egyptian association bar since 1984 and Arab Lawyers Union. Alexandria University, Egypt (LLB 1984); Ain Shams University, Egypt (Arbitration Courses 2004).
